澳洲(Australian) - 智慧海灘專案(Smart Beaches Project)

2019年起澳洲政府便與雪梨科技大學合作,展開一連串的智慧海灘專案(Smart Beaches Project)。澳洲智慧海灘專案整合各類先進技術建置乙套監控系統,強化海岸的安全管理與效率。該系統裝設智慧型相機,用於監測人流,並評估海灘使用情況,以便制定適當的安全措施(救生員服務、告示牌和救援設施等)。同時建立一個安全的開放數據平台進行管理,整合GPS追蹤設備,自動化追蹤各項救援設備、海灘告示牌訊息以及救援活動紀錄,自動化實時向平台發送通知,不僅使救生員工作更為高效,也增強應對緊急應變的能力。此外,智慧海灘專案也嘗試一些創新的通訊技術,開發手機應用程序(APP)提供客製化海岸資訊,建立裂流警示燈協助救生員引導遊客遠離危害,以及透過數位黑板顯示即時海灘數據。

Since 2019, the Australian government has collaborated with the University of Technology Sydney to launch a series of Smart Beaches Projects. The Australian Smart Beaches Project integrates various advanced technologies to build a monitoring system that enhances coastal safety management and efficiency. This system installs smart cameras to monitor crowd flow and assess beach usage, enabling the implementation of appropriate safety measures, such as lifeguard services, signage, and rescue facilities. Additionally, a secure open data platform has been established to manage and integrate GPS tracking devices, which automate the tracking of rescue equipment, beach signage information, and rescue activity records. The system sends real-time notifications to the platform, making lifeguard work more efficient and enhancing the ability to respond to emergencies. Furthermore, the Smart Beaches Project is experimenting with innovative communication technologies, developing a mobile application to provide customized coastal information, establishing rip current warning lights to help lifeguards guide visitors away from hazards, and using digital boards to display real-time beach data.

以色列(Israel) - 與Sightbit合作發展智慧安全系統(Smart safety System)

以色列政府則與當地的新創公司Sightbit合作,將人工智慧技術應用於海域遊憩區域的安全上,並建立智慧救生站使救生員和管理人員能夠更加容易的執行安全管理和救生作業。Sightbit公司所提出的智慧安全系統的架構首先是利用人工智慧AI的技術,並搭載多隻岸邊攝影機監控海域遊憩活動的海灘,為能使大量的影片資料能夠在現場即時分析,會利用一種名為Jetson Xavier的邊緣運算器進行即時運算(無須在經過雲端或網路回傳至作業中心計算)以提高效率,最終由智慧救生站提供予救生員和管理員。該系統除了提供分析的人流訊息外,也會對於潛在的危險情況發出警報,如離岸流發生位置、海上未照看的兒童、靠近遊憩區的船隻等,並搭配附近海氣象觀測資料,協助救生員進行海域遊憩風險分析,提供救生員預測危險發生的能力並提前採取預防措施,目前該系統已於以色列Palmahim海灘運行。

In Israel, the government has collaborated with local startup Sightbit to apply artificial intelligence technology to the safety of coastal recreational areas and establish a smart lifeguard station that makes it easier for lifeguards and managers to execute safety management and rescue operations. The architecture of the smart safety system proposed by Sightbit first utilizes AI technology and multiple shore-based cameras to monitor beach activities. To enable real-time analysis of the large amounts of video data on-site, a device called Jetson Xavier, an edge computing processor, is used for real-time computation (without needing to transmit data back to the operation center through the cloud or network), thereby improving efficiency. The smart lifeguard station then provides the processed information to lifeguards and managers. The system not only provides analyzed crowd information but also alerts for potential dangers, such as rip current locations, unattended children at sea, or vessels approaching recreational areas. Combined with nearby marine weather observation data, it helps lifeguards perform risk analysis for coastal recreational activities, offering them the ability to predict hazards and take preventive measures in advance. The system is currently operational at Palmahim Beach in Israel.

美國(US) - SwimStart系統

美國海洋暨大氣總署(NOAA)提出的Weather-Ready Nation (WRN) Ambassador計畫中,其中Jacob Soter和美國賓州州立大學Andrew Barnard教授開發的SwimSmart系統便是透過建立即時海灘警告標誌來增強海灘的安全性,該警示標誌有三種類型可根據不同海域的需求所使用,該系統的海灘警訊訊息是連結美國國家氣象局(NWS)分析結果,然海灘安全的因素相當的複雜,為能使管理人員或救生員能夠根據當下情形而進行應變,該系統亦提供APP讓使用者了解當下海氣象環境資訊,並賦予調整海域風險警訊的權力,目前已於五大湖區8處海灘進行設立。此外,NOAA亦透過人工智慧AI和經驗統計的方法,利用岸邊攝影機監控裂流以及預測裂流發生的風險,並將該訊息由NWS進行公告,提供民眾或救生員管理上的參考依據。

In the United States, under the Weather-Ready Nation (WRN) Ambassador program proposed by the National Oceanic and Atmospheric Administration (NOAA), Jacob Soter and Professor Andrew Barnard from Pennsylvania State University developed the SwimSmart system to enhance beach safety through the establishment of real-time beach warning signs. There are three types of warning signs available, each suited to different coastal needs. The beach alert messages of this system are linked to the analysis results of the National Weather Service (NWS). Given the complex factors affecting beach safety, the system also provides an app that allows users to understand current marine weather conditions and grants the authority to adjust beach hazard alerts based on the situation. The system has been installed at eight beaches in the Great Lakes region. Additionally, NOAA uses AI and empirical statistical methods to monitor and predict rip current risks through shore-based cameras. This information is then announced by the NWS, providing a reference for the public and lifeguards in beach management.

西班牙(Spain) - Poniente海灘裝設攝影機 (install 20 cameras)

西班牙亦有類似的智慧海灘設施,在貝尼多姆(Benindorm)市的Poniente海灘裝設20 隻攝影機,自動監測湧入海灘的人數以及海灘各位置的使用情形,利用該系統計算人流量,以提供未來海灘管理的依據,夠更加精確的調整海灘服務和規劃應對緊急事件的措施,對可能發生的緊急情況作出更充分的準備。在過去幾年COVID-19疫情肆虐的期間,西班牙政府也透過智慧科技進行海灘安全的監測和防疫,透過人工智能攝影機和在入口設置感應器控制海灘的人流量並告知民眾目前的海灘使用情形,也透過手機APP(QR code或社交媒體軟體)讓民眾提供COVID-19的個人訊息,確保遊客了解健康和安全規定。此外,也使用無人機在未架設攝影機的位置計算該處的人數是否在允許範圍內,以及監控遊客是否恪守健康安全措施(如正確配戴口罩、保持安全距離),協助管理人流和協助救援,並且在2022年有過透過無人機投遞救生衣來協助救援的案例。

Spain also has similar Smart Beach facilities. At Poniente Beach in the city of Benidorm, 20 cameras have been installed to automatically monitor the number of people entering the beach and the usage of different areas of the beach. This system calculates crowd flow to provide a basis for future beach management, allowing for more precise adjustments to beach services and emergency response measures, enabling better preparation for potential emergencies. During the COVID-19 pandemic in recent years, the Spanish government also utilized smart technology for beach safety monitoring and epidemic prevention. AI cameras and sensors at entrances were used to control beach crowd flow and inform the public about current beach usage. Visitors were also required to provide their COVID-19 personal information through a mobile app (QR code or social media platforms) to ensure they were aware of health and safety regulations. Drones were used in areas without installed cameras to count the number of people present and monitor whether visitors were adhering to health safety measures (such as wearing masks correctly and maintaining safe distances). The system aided in crowd management and rescue operations, with a notable case in 2022 where a drone was used to deliver a life jacket to assist in a rescue.
