Collecting\u00a0meteorological data in open ocean areas\u00a0is a challenging task and plays a\u00a0critical role in weather forecasting. Currently,\u00a0satellite observations\u00a0are widely used; however,\u00a0ground-truth data\u00a0are still required for calibration and validation. Among various in-situ observation platforms,\u00a0data buoys\u00a0are commonly deployed in nearshore and offshore regions and play an\u00a0important role in marine meteorological observation. To obtain\u00a0more extensive coverage of marine meteorological data, attention has turned to\u00a0ships, which are constantly present across the world\u2019s oceans. If ships can be utilized as ocean observation platforms, they provide a\u00a0major advantage in understanding the marine environment\u00a0and\u00a0improving weather prediction accuracy. Ships navigating across global oceans participate in an international program established by the\u00a0World Meteorological Organization (WMO)\u00a0known as the\u00a0Voluntary Observing Ships (VOS) Program, in which they transmit meteorological observations for global weather services. To enhance the\u00a0collection and transmission of marine meteorological data from ships, a\u00a0Shipborne Automatic Marine Meteorological Observation System\u00a0has been developed. This system is installed on ships and integrates\u00a0data compression,\u00a0satellite communication,\u00a0data visualization, and\u00a0system management technologies\u00a0to provide\u00a0real-time meteorological information\u00a0to the ship\u2019s bridge for display and operational use. Transmit\u00a0observation data\u00a0to the\u00a0Central Weather Administration (CWA)\u00a0to increase surface-level marine monitoring data for\u00a0forecast calibration and validation.<\/p>

The\u00a0automatic shipborne marine meteorological observation system\u00a0is a\u00a0new onboard instrument\u00a0designed to measure meteorological parameters such as\u00a0wind speed,\u00a0air pressure,\u00a0air temperature, and\u00a0humidity\u00a0in real time. The advantages of the system are:<\/p>

  1. Increases the\u00a0frequency and reliability\u00a0of shipborne meteorological reports, thereby\u00a0improving forecast accuracy.<\/li>
  2. Provides\u00a0integrated meteorological information\u00a0for ships, enhancing\u00a0navigation safety.<\/li>
  3. Automated observation improves data quality, reduces manual operations, and encourages shipping company participation.<\/li><\/ol>

      The\u00a0Shipborne Marine Meteorological Observation System\u00a0consists of two technical subsystems:<\/p>

      Onboard Real-Time Monitoring Subsystem:\u00a0<\/strong>Performs real-time measurements at sea and transmits the data to the\u00a0Data Monitoring Center.<\/p>

      Onshore Data Management Subsystem:<\/strong> Conducts\u00a0data quality control,\u00a0database integration, and\u00a0information dissemination\u00a0at the Data Monitoring Center.<\/p>

      The onboard real-time monitoring subsystem is further divided into two parts: a\u00a0sensor unit\u00a0installed above the deck, and a\u00a0data processing and display unit\u00a0located on the ship\u2019s bridge. These two units communicate via\u00a0radio transmission, while the bridge unit connects with the\u00a0onshore center via satellite communication. The sensor unit above the deck consists of\u00a0meteorological sensors, a\u00a0digital data acquisition and processing subsystem, a\u00a0power supply system, and a\u00a0data communication subsystem. Features of the Bridge Display System:<\/p>

      1. Two-way satellite transmission, enabling the entire fleet to access real-time\u00a0wave and weather forecast information.<\/li>
      2. Industrial-grade touch-screen interface, designed for durability and user convenience.<\/li>

        3.\tObservation Principle<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

        The system integrates\u00a0meteorological instruments, including an\u00a0anemometer,\u00a0temperature\u2013humidity sensor, and\u00a0barometer, which are installed on the ship\u2019s deck for data collection. Using the ship\u2019s\u00a0electronic compass, the system converts the observed\u00a0wind speed and direction\u00a0into\u00a0true wind speed and true wind direction. The real-time data are transmitted via\u00a0satellite communication\u00a0to the\u00a0onshore receiving station, where they undergo\u00a0quality control\u00a0and are\u00a0stored in a database. At the same time, the bridge personnel can access the data locally, as the deck monitoring subsystem transmits the information via\u00a0radio communication\u00a0directly to the\u00a0bridge display system.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

        A\u00a0mounting base\u00a0was welded onto the deck of the cargo vessel to secure the\u00a0automatic shipborne marine meteorological observation subsystem. The\u00a0bridge display system\u00a0was installed on the\u00a0control console. This system has been deployed on the\u00a0Ever Leader\u00a0(operated by Evergreen Marine Corp.) and the\u00a0YM Bright\u00a0(operated by Yang Ming Marine Transport Corp.) for measurement operations.<\/p>

        The\u00a0Ever Leader\u00a0system was installed on\u00a0September 25, 2004, and collected\u00a06,484 observation records. The\u00a0YM Bright\u00a0system was installed on\u00a0November 4, 2005, and collected\u00a02,728 observation records.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
